Unprovoked blatant violence should be met with such legislation (federal if necessary) so as to forbid perpetrators from participating in “polite society”. This includes all manner of gang or otherwise premeditated or random violence. This law would compel each state to competently instruct its citizenry in acceptable public behavior, including public and private school curricula for children, and instructional modules for adults. This is the prevention of, rather than a reaction to, violence. Currently, no state provides any instruction concerning acceptable social behavior for adults and children, therefore all states are negligent in providing the necessary tools for successful socio-economic participation. When a governing body offers instruction in cooperative interaction, then and only then, can it hold its citizenry accountable for living in accordance with that social order. An influx of inhabitants who have not successfully completed an elementary American education has brought this issue to light. Instruction is therefore indicated.
