Individually, we hold a series of personal convictions that govern our behavior. This series is that which determines what manner of lifestyle we desire. Likewise, when out in the common areas of what we call “the general public”, there must be a series of conditions by which we must all abide in order to interact peaceably and productively. This public “code of conduct” is the very core of both civilization, and any governing authority that guides and protects that civilization. Co-existence is based on mutual agreement to respect the common right of every citizen to all that we ourselves determine to access. This is the beginning of intelligent self-government, and the basic code of the entity that would govern a productive and ascending nation.
